CYCA aims to take fear out of Halloween

To ensure a safe Halloween, the CYCA will once again be putting out yard signs requesting that people park and walk instead of driving while trick-or-treating and to end at 8 p.m. In addition, we are again handing out glow-in-the-dark wristbands that kids and guardians can wear to ensure they are visible in the dark.
